actif  Sujet n° 350  can't load WiPha login page, permission problem

Hi,
I have just tried to install WiPha and when the browser launches it displays the following message in it:ForbiddenYou don't have permission to access /~mgmpictures/wipha on this server.What's the problem here and what's the best way to get round this ?The OSX user account is set as an administrator.I am running OSX 10.5.8Many thanks in advance
